With the deployment of information and communication technologies and the needs of data and information sharing within cities, smart city aims to provide value-added services to improve citizens’ quality of life. But, currently city planners/developers are faced with inadequate contextual information on the dimensions of smart city required to achieve a sustainable society. Therefore, in achieving sustainable society, there is need for stakeholders to make strategic decisions on how to implement smart city initiatives. Besides, it is required to specify the (...) smart city dimensions to be adopted in making cities smarter for sustainability attainment. But, only a few methods such as big data, internet of things, cloud computing, etc. have been employed to support smart city attainment. Thus, this study integrates case-based reasoning as an artificial intelligence technique to develop a recommender system towards promoting smart city planning. CBR provides suggestions on smart city dimensions to be adopted by city planners/decision-makers in making cities smarter and sustainable. Accordingly, survey data were collected from 115 respondents to evaluate the applicability of the implemented CBR recommender system in relation to how the system provides best practice recommendations and retaining of smart city initiatives. Results from descriptive and exploratory factor analyses suggest that the developed system is applicable in supporting smart city adoption. Besides, findings from this study are expected to provide valuable insights for practitioners to develop more practical strategies and for researchers to better understand smart city dimensions. Voice-assistants are becoming increasingly popular and can be deployed to offers a low-cost tool that can support and potentially reduce falls, injuries, and accidents faced by older people within the age of 65 and older. But, irrespective of the mobility and walkability challenges faced by the aging population, studies that employed Artificial Intelligence (AI)-based voice-assistants to reduce risks faced by older people when they use public transportation and walk in built environment are scarce. This is because the development of AI-based (...) voice-assistants suitable for the mobility domain presents several techno–social challenges. Accordingly, this study aims to identify _user-centered_ service design and functional requirements, techno–social factors, and further design an architectural model for an AI-based voice-assistants that provide personalized recommendation to reduce falls, injuries, and accidents faced by older people. Accordingly, a scoping review of the literature grounded on secondary data from 59 studies was conducted and descriptive analysis of the literature and content-related analysis of the literature was carried out. Findings from this study presents the perceived techno-socio factors that may influences older people use of AI-based voice-assistants. More importantly, this study presents user-centred service design and functional requirements needed to be considered in developing voice-assistants suitable for older people. Implications from this study provides AI techniques for implementing voice-assistants that provide safe mobility, walkability, and wayfinding for older people in urban areas. (shrink)

This article argues that criminal justice and health institutions under settler colonialism collude to create and sustain “truths” about First Nations lives that often render them as “bare life,” to use the term of Giorgio Agamben. First Nations peoples’ existence is stripped to its sheer biological fact of life and their humanity denied rights and dignity. First Nations people remain in a “state of exception” to the legal order and its standards of care. Zones of exception place First Nations people (...) in a separate and diminished legal order. Medical and health agencies have been instrumental in shaping colonial “biopower,” both in and beyond carceral settings to ensure that First Nations lives are managed in accordance with the colonial settler state project. This project is able both to threaten First Nations rights to live and to maintain settler self-perceptions of decency and care. We illustrate this discussion with reference to the tragic and unnecessary deaths in custody of twenty-two-year-old Yamatji woman Ms Dhu in 2014 in South Hedland Police Station, Western Australia, and twenty-six-year-old Dunghutti man David Dungay Jnr in Long Bay jail in Sydney, NSW, in 2015. Health professionals and police demonstrated callous disregard to Ms Dhu and Mr Dungay—treating them as “bare life.”. (shrink)

The concept of vulnerability has been subject to numerous different interpretations but accounts are still beset with significant problems as to their adequacy, such as their contentious application or the lack of genuine explanatory role for the concept. The constant failure to provide a compelling conceptual analysis and satisfactory definition leaves the concept open to an eliminativist move whereby we can question whether we need the concept at all. I highlight problems with various kinds of approach and explain why a (...) satisfactory account of vulnerability is unlikely ever to be offered if we wish the concept to play a genuinely explanatory role in bioethical contexts. I outline why an eliminativist position should be taken with regard to this concept in light of these concerns but mitigate some of the severity of this position by arguing that we can still make sense of retaining our widespread use of the term by viewing it as nothing more than a useful pragmatic linguistic device that acts as a marker to draw attention to certain kinds of issue. These issues will be entirely governed by other, better understood ethical concepts and theories. (shrink)

The Liverpool Care Pathway for the Dying has recently been the topic of substantial media interest and also been subject to the independent Neuberger Review. This review has identified clear failings in some areas of care and recommended the Liverpool Care Pathway be phased out. I argue that while the evidence gathered of poor incidences of practice by the Review is of genuine concern for end of life care, the inferences drawn from this evidence are inconsistent with the causes for (...) the concern. Seeking to end an approach that is widely seen as best practice and which can genuinely deliver high quality care because of negative impressions that have been formed from failing to implement it properly is not a good basis for radically overhauling our approach to end of life care. I conclude that improvements in training, communication, and ethical decision-making, without the added demand to end the Liverpool Care Pathway would have resulted in a genuine advance in end of life care. Online debates typically possess a large number of argumentative comments. Most readers who would like to see which comments are winning arguments often only read a part of the debate. Many platforms that host such debates allow for the comments to be sorted, say from the earliest to latest. How can argumentation theory be used to evaluate the effectiveness of such policies of sorting comments, in terms of the actually winning arguments displayed to a reader who may not have read (...) the whole debate? We devise a pipeline that captures an online debate tree as a bipolar argumentation framework (BAF), which is sorted depending on the policy, giving a sequence of induced sub-BAFs representing how and how much of the debate has been read. Each sub-BAF has its own set of winning arguments, which can be quantitatively compared to the set of winning arguments of the whole BAF. We apply this pipeline to evaluate policies on Kialo debates, where it is shown that reading comments from most to least liked, on average, displays more winners than reading comments earliest first. Therefore, in Kialo, reading comments from most to least liked is on average more effective than reading from the earliest to the most recent. (shrink)

This article contributes to a recent debate between Barnett and Block : 711–716, 2009), Bagus and Howden : 399–406, 2009), Barnett and Block, Cachanosky and Bagus and Howden regarding the conceptual distinction between demand deposits and time deposits. It is argued that from an economic perspective there is nothing inherently fraudulent or illegitimate about deposit accounts that are available ‘on demand’, but that this relies on certain contractual provisions. Particular attention is drawn to option clauses and withdrawal clauses, which “solve” (...) the problems raised by Barnett and Block, and Bagus and Howden. Previous authors have also neglected the asset side of banks balance sheets, and this is shown to further justify the legitimacy of fractional reserve banking. (shrink)

Nas universidades alemãs do período em que Nietzsche esteve intelectualmente ativo, a tradição kantiana foi amplamente substituída por duas escolas independentes e que, desde então, têm sido rotuladas de "neokantismo". Este artigo apresenta quatro teses principais da filosofia da história neokantiana, mostra como elas são uma decorrência de sua adaptação da tradição kantiana e como Nietzsche se envolve criticamente com os mesmos temas na formação de sua própria teoria histórica. Embora não haja uma influência muito direta entre estas escolas, o (...) contraste com a tradição neokantiana nos permite situar melhor a filosofia da história de Nietzsche em seu contexto apropriado. In the German academies of Nietzsche's period of writing, the Kantian tradition was largely displaced in favor of two independent schools that have since been labeled "Neo-Kantianism." This paper presents four key theses about philosophy of history from four Neo-Kantian thinkers, how they follow from their adaptation of the Kantian tradition, and how Nietzsche critically engaged the very same issues in the formation of his own historical theory. Although there is little direct influence between orthodox Neo-Kantianism and Nietzsche, their comparison on these points will illuminate their unique adaptations of the Kantian tradition. (shrink)

The classification of techniques used in mitochondrial donation, including their role as purported germ-line gene therapies, is far from clear. These techniques exhibit characteristics typical of a variety of classifications that have been used in both scientific and bioethics scholarship. This raises two connected questions, which we address in this paper: how should we classify mitochondrial donation techniques?; and what ethical implications surround such a classification? First, we outline how methods of genetic intervention, such as germ-line gene therapy, are typically (...) defined or classified. We then consider whether techniques of mitochondrial donation fit into these, whether they might do so with some refinement of these categories, or whether they require some other approach to classification. To answer the second question, we discuss the relationship between classification and several key ethical issues arising from mitochondrial donation. We conclude that the properties characteristic of mitochondrial inheritance mean that most mitochondrial donation techniques belong to a new sub-class of genetic modification, which we call ‘conditionally inheritable genomic modification’. Paul Marshall takes extrovertive mystical experience seriously by providing a metaphysical framework inspired by Plotinus and Leibniz that aims to interpret it non-reductively and to explain it persuasively. However praiseworthy Marshall's intentions, his account fails for a variety of reasons, among them an inability to establish convincingly why natural objects appear as transfigured and alive, characteristics frequently encountered in the reports of nature mystics. An alternative approach, rooted in contemporary pan-experientialist philosophy of mind, is able to take extrovertive mysticism equally (...) seriously while accounting more successfully for its pre-eminent features at a less extravagant metaphysical cost. This paper describes the implications of the transition from Ontology conceived as fundamental metaphysical logos to ontologies construed as postmodern historical applications of this, and then, finally, to Trans-Ontology as the ultimate, futuristic innovation of Transhumanism. If modernity counts as the key shift that has occurred in our living and understanding of the world since the dawn of history, postmodernism seems to be the record of a transition from the absolute Grand Narratives of modernity to a scenario consisting of polycentric, (...) equally justified narratives. Thus, the historical failure of the old Ontology, in the form of monarchy, absolutism, monotheistic religions, Eurocentrism, and nationalism, entails the plurality of approaches and diversity of flexible transformations of ontologies. Yet such a purportedly liberating evolution is encountered en route to the likewise postmodern trans-humanist impulse that aims at a complete transformation of the traditional human essence by means of a theurgist, miraculous, Trans-Theological technology. The latter’s goal is to normalize the arrival of a paradoxically innovative universe, where transhuman beings will rebuild the world, and re-essentialize it. Ultimately, this universal integralism will be based on an ever-growing ludic character, coupled with a mathematically scheduled playfulness, aiming at a transformed, fully integrated and manageable entity. Paul (Noûs 36:578–596, 2002; Noûs 40:623–659, 2006, The Handbook of Mereology, forthcoming) has argued for a bundle theory of objects that analyzes the bundling relation between properties and objects in terms of parthood relations. In this paper I argue that any mereological bundle theory with the explanatory power of Paul’s theory will entail the principle of the identity of indiscernibles (PII). This is problematic, since similar bundle theories seem to fall to Max Black’s two sphere counterexample to (PII). I argue, (...) however, that a fully developed mereological bundle theory provides a new way of interpreting Black’s two sphere universe that dispels the counterexample. I argue that this solution to Black’s puzzle is superior to other solutions on offer, and consequently that mereological bundle theory is an attractive ontological strategy for friends of (PII). In this paper I provide an account of the metaphysical foundations of mental illness in terms of a realism debate. I motivate the importance of such metaphysical analysis as a means of avoiding some intractable problems that beset discussion of the concept of mental illness. I apply aspects of the framework developed by Crispin Wright for realism debates in order to examine the ontological commitments to mental illness as a property that humans may exhibit and to examine the various arguments (...) that realists and anti-realists can use to defend their position on mental illness. I pay particular attention to characterising Szasz's account of mental illness as that of an anti-realist error-theory and present ways in which a realist may counter such a position. Ultimately I argue that in order to hold a realist position on mental illness one would have to adopt some form of realism towards values, such as moral realism. (shrink)

It is a philosopher's invitation to environmental ethics in an unexpectedly inviting and down-to-earth key. On the pragmatic view advanced here, environmental values are thoroughly natural—what else could they be?—and are open-ended and in flux. Rather than passing judgment on the world as it is, we are called to rediscover and remake the world (...) as it might be. We require an environmental etiquette more than a formal ethic; an etiquette whose development must be an ongoing process; and a process in turn that is genuinely multicentric, challenging us to negotiate our place among the exuberant variety of living and other forms. Idealization is a central feature of human thought. We build ideal models in the sciences, our politics is guided by pictures of impossible utopias, and our thinking about the arts and moral life is guided by images of how things might have been. In all these cases we sometimes proceed with a representation of the world that we know is not true or aim at a world we accept we cannot realize. This is the world of the "as if," which (...) the philosopher Hans Vaihinger delineated at the turn of the century, in ways he traced back to Kant. In this book, I aim to explore idealization in aesthetics, ethics, and metaphysics, as well as in the philosophy of mind, of language, of religion, and of the social and natural sciences. No one could be an expert on all of these things, but sometimes in philosophy it helps to stand back and take a broader view. On the way I hope to illuminate many issues, large and small, but there is one over-arching lesson: our best chance of understanding the world must be to have a plurality of ways of thinking about it. Resumo: A Segunda consideração extemporânea geralmente é tida em conta por filósofos e historiadores, em razão de sua crítica ao que Nietzsche classifica como “doença histórica”,. Isso por uma boa razão: a crítica de Nietzsche tem como alvo não apenas a famosa tríade composta por historiadores monumentais, antiquários e críticos, mas também suas modalidades contemporâneas em historiografia e teleologia científicas. O que frequentes vezes é desconsiderado é que o próprio Nietzsche expõe - ainda que numa retórica altamente estilizada - uma (...) concepção afirmativa da história. Essa concepção, como eu proponho, faz o leitor retornar ao enunciado que inaugura o livro, qual seja, o Ceterum Censeo, de Goethe. A demanda de Nietzsche de que a história serve à vida é uma nova aplicação da teoria de Goethe do crescimento morfológico como consequência de forças polares concorrentes para o reino da história. Uma vez que Goethe tinha os organismos vivos como a crescer por meio de forças em concorrência, também Nietzsche entendia que os indivíduos e culturas cresciam por meio de uma história considerada, acima de tudo, uma espécie de arena competitiva em que se expressam impulsos antagonistas.: The second Untimely Meditation is usually regarded by philosophers and historians for its critique of what Nietzsche labels ‘historische Krankheit’. This is for good reason, as Nietzsche’s critique not only targets the famous triad of Monumental, Antiquarian, and Critical historians, but also his contemporary fashions in scientific historiography and teleology as well. What is too often overlooked is that also Nietzsche exposits -- albeit in highly-stylized rhetoric -- an affirmative vision of history. This vision, I argue, returns the reader to the opening sentence of the book, namely, the Ceterum Censeo from Goethe. Nietzsche’s demand that history serve life is a novel application of Goethe’s theory of morphological growth as a consequence of polar competing forces to the realm of history. As Goethe thought living organisms grow by means of intrinsic competitive forces, so Nietzsche thought individuals and cultures grow by means of a history that is, above all, considered as a sort of competitive arena in which to express antagonistic drives. If fractional-reserve demand deposits are common, and illegitimate, an obvious flaw in the banking system is exposed. However, this article maintains that the only reason why demand deposits may be considered illegitimate is because of a way of defining them that renders them almost irrelevant. This article provides a response to Bagus et al., and identifies examples of how they misrepresent Evans. It also provides further considerations on the tradeoffs relating to the availability of a deposit; methodological subjectivism; and the (...) potential for hybrid contracts. Deposit and loan contracts may be hard to mix, but the actual results of doing so should not be ignored. (shrink)

Social Epistemology arose from the recognition that nearly all that we believe or claim to know is second hand and derived from the speech or writing of others. The “we” of “our knowledge” here is, of course, “educated members of advanced industrial societies”. Our remoter, but still identifiably, human ancestors, without speech or writing, picked up such knowledge or belief as they had on their own, apart from what they may have leant from the reactions of others to the presence (...) of quarry or danger. Palaeolithic man, having mastered speech, had access to plenty of second hand knowledge. But it was only of what the people he directly met could tell him. With writing a vast new range of informants is brought into play. Clay tablets and papyrus rolls give way to codices – in other words, books – and another gigantic step forward is made with the invention of printing. We would appear to be going through a comparable information revolution at the present day. We, as defined above, either posses or have ready access to a vast assemblage of common knowledge, actual or claimed. How are we to rationally to decide how much of this we are to accept? It is obviously not all worthy, or equally worthy of acceptance. (shrink)
